[Psychotic-Announce] Removal of bind from testing

[John R. Dennison]

bind-9.11 has been removed from testing.  The package would require
rebuilding of other core components such as dhclient from the dhcpd
package and this is a rabbit hole I prefer to not go down.  Please
pardon the noise.
